What was the point of signing the Kyoto agreement if countries could just leave the minute they fall behind and it looks like they may have to pay a fine!?
It was bad enough that China and the United States didn't sign it in the first place, but now Canada have withdrawn after realising that they were going to miss their targets.
It's a joke, but it's not funny, and it's the poor and those who often haven't contributed to the problem, who suffer.
As I'm sure I predicted, the terrible economy climate means that the actual climate is being ignored.
